that such a Petition was

drawn
up.

The Petition is very
largely signed, there being some 320 signatures which include those of,
some
large Chinese Shipping
Firms

Firms in the Colony.

that I am correct in
stating that the Petition did not originate with the Chinese community.
It is said to have
been drafted by
Mr Francis,
the
Q.C., and to have been
circulated an
among Chinese for signature. It cannot be said therefore to be the outcome of any
spontaneous feeling
